Timeline 

Members of the Committee see the creation of an integrated examination as a long term project. The Joint Commission has stated that at least four years advance notice will be given before the Integrated National Board Dental Examination (INBDE) is implemented.

Work Completed To Date

In April, 2009, the Joint Commission adopted the resolution to “. . . appoint a Committee for an Integrated Examination (CIE) to develop and validate a new examination instrument for dentistry that integrates basic, behavioral and clinical sciences to assess entry level competency in dental practice.” 

Since its first meeting in January, 2010, the CIE has been actively working on INBDE development.  In 2010, the CIE began work on the Domain of Dentistry to define and structure the content of the examination.  By the end of the year, a draft model had been created.  This model identifies the foundational knowledge areas and clinical competencies that establish the content domain for the INBDE.

In 2011, two key documents were released for wider review by stakeholders and communities of interest:  1) The Foundation Knowledge for the General Dentist, and 2) The Model of the Domain of Dentistry.  Feedback was incorporated into the model in 2012, and these documents were approved by the Joint Commission in 2013.

Considerable effort has been made to keep interested parties informed concerning INBDE development.  A web site and email address were established, newsletters were distributed, and several presentations have been delivered to AADB and ADEA.

Future Activities

While great progress has been made, many important tasks still remain before the new examination can be introduced.  This work will be done simultaneously with updates and continuing administration of the current NBDE Part I and Part II.  Key INBDE development activities include:

Examination Construction
Test Construction Committees will develop the new integrated items for the INBDE.  Solid test development guidelines will be developed to assist the test constructors.  The scoring system will be finalized, and data about the effectiveness of test items will be collected and analyzed.  Pilot studies will be conducted to ensure the new processes and ensuing results achieve the purpose of the INBDE.

Transition Plan
A transition plan will be developed so that the implementation of the INBDE is sensitive to the needs of students and faculty members.  Several scenarios need to be considered, such as candidates who have passed Part I but not Part II when the INBDE is implemented.  Another scenario concerns candidates who have taken – but not passed – Part I or Part II when the INBDE is launched.

Test Administration Preparation
Administration procedures for the new examination will need to be determined.  Joint Commission policies and standing rules will be reviewed to determine what updates will be needed.

  • The deadline for feedback on the first two draft documents for review, Foundation Knowledge for the General Dentist and the Model of the Domain of Dentistry ends on April 30, 2012.
  • Joint Commission provides an update on the INBDE to AADB.  

 May

  • CIE meets and reviews feedback from stakeholders and communities of interest on the draft documents: Foundation Knowledge for the General Dentist and the Model of the Domain of Dentistry. CIE edits documents based on this feedback, discusses the validation process for the INBDE, works on development of test specifications, discusses potential item types, and considers additional ways to communicate information about the INBDE to all stakeholders and communities of interest.  As documents and processes are finalized, they will be posted on the INBDE website for review and comment. 
   June
  •  CIE delivers a presentation on the INBDE to ADEA CCI.
  • Joint Commission provides an update on INBDE progress to ADA Board of Trustees.
   August
  • Test Construction/Design Workgroup meets and continues work on development of test specifications and potential item types. 
   October
  •  Joint Commission delivers separate presentations on the INBDE to ADEA Academic Deans, Council of Sections (COS), and the Council of Students, Residents, and Fellows (COSRF).
  • CIE conducts and reviews a stakeholder and community of interest analysis, to better understand the concerns of these groups and identify potential deliverables that could help to address concerns.

  • The CIE recommends approval of four key deliverables and votes to forward this report (“Content Domain and Test Specifications”) to the Joint Commission's R&D Committee for review and recommendation at its meeting on February 22, 2013:
    1. Model of the Domain of Dentistry
    2. Statements and annotations underpinning the Foundation Knowledge for the General Dentist
    3. The percentage of items devoted to the ten Foundation Knowledge areas
    4. The percentage of items devoted to the three clinical component sections
 2013  February    
  • The Joint Commission's R&D Committee reviews the four deliverables from the CIE and recommends the Joint Commission approve these deliverables at its next meeting.
  • The Joint Commission convenes INBDE information meeting involving the Joint Commission Chair, standing Committee Chairs, CIE Chair, and a member of the CIE with the goal of improving internal alignment and communication.
   March 
  •  Joint Commission provides an update on the INBDE to ADEA
   April
  • The Joint Commission decided the following at its annual meeting:
    • At least four years' notice will be provided before full implementation of the INBDE. Previous statements regarding INBDE launch dates are no longer in effect.
    • The INBDE Content Domain and Test Specifications were approved as recommended by the R&D Committee in February.
    • To improve communication and alignment, the Chairs of the Joint Commission, NBDE (Standing) Committees (Administration, Examination Development, and R&D) will also be ex-officio members of the CIE. The Chair of the CIE will attend the Joint Commission meeting and, as appropriate, Joint Commission subcommittee meetings. An INBDE briefing will be included in an enhanced orientation for new Commissioners at the beginning of their term.
    • INBDE communications to stakeholders and communities of interest will be distributed by the Secretary of the Joint Commission, and replace the Communique from the CIE Chair. A presentation will be provided and maintained on the INBDE website to keep stakeholders and communities of interest up-to-date.
  • The Joint Commission provides an update on the INBDE to AADB

  • Joint Commission presents model for developing INBDE test specifications at the National Council for Measurement in Education (NCME) annual conference. 
  June         
  • Joint Commission provides update on INBDE progress to ADA Board of Trustees.

  • The CIE develops two key deliverables for submission to the Joint Commission's R&D Committee for review at its meeting on February 28, 2014:

  • Joint Commission provides an update on INBDE progress to ADEA
  • With the annual change to the Joint Commission's membership, chairmanship, and committee chairmanship, the ex-officio members of the CIE change.

  • Joint Commission delivers an updated on-boarding process to new Joint Commission members, including a thorough presentation on the INBDE to provide new members with a more comprehensive understanding of the INBDE.
 2014  February
  • The Joint Commission's R&D Committee reviews and endorses the two deliverables from the CIE. The Chair of the Committee on Research and Development refers the deliverables to the Committee on Examination Development for its review.
   March
  • Joint Commission provides an update on INBDE progress to ADEA.
  • Website content updated to reflect new INBDE activities.
   April
  • The Joint Commission is scheduled to review the aforementioned two INBDE deliverables.
  • The Joint Commission is scheduled to deliver an update on INBDE progress to AADB.

Continuing Education

This web site will be an important resource to provide progress updates, request feedback, and to make key deliverables available. Information will also be sent to individuals on the INBDE mailing list, and provided through presentations.

The Joint Commission welcomes comments and feedback from all stakeholders and communities of interest.  Information can be sent to the committee by email using the following address: jcndecie@ada.org.  While individual responses are not possible, the committee reviews all comments, feedback and questions.
