In 2011 the DQA began its work on developing programmatic measures for pediatric populations using claims and enrollment data. This work is available under the section titled “Programmatic Administrative Measure Project”. The project is expected to be completed by summer 2013. The DQA has now begun efforts to develop additional measures for the pediatric population. Specifically a new workgroup  will be identifying new measures to achieve optimum oral health in children and measures to assess establishment of a dental home. They will also be looking at consumer satisfaction with dental plan measures (DCAHPS) and patient-reported outcome measures (PRO). A second workgroup is looking into  measures for achieving optimum oral health for adults, partnering in a health home, and measures for oral and overall health. These projects will yield draft measures by summer 2013.

In addition the DQA is also collaborating with the Office of the National Coordinator for Health IT (ONC) to develop measures for potential use within the Meaningful use program. Reports from this project are available in the section titled “e-Measure Project”.

Programmatic Administrative Measure Project

The Dental Quality Alliance (DQA) is pleased to announce the collaboration with the University of Florida, Institute of Child Health Policy, to evaluate the feasibility, reliability and validity of the DQA Pediatric Oral Health Quality & Performance Measure Concept Set: Achieving Standardization & Alignment. Draft Measure Specifications available for comment: Dental Caries in Children: Prevention and Disease Management DQA Measure Set.

The DQA has published a starter set titled Pediatric Oral Health Quality & Performance Measure Concept Set: Achieving Standardization & Alignment. This set identifies concepts for administrative (claims and encounters) data sources, and potential concepts for use with electronic health records (EHR's). Document Posted April 2012.

The Dental Quality Alliance (DQA) has published an environmental scan titled: Pediatric Oral Health Quality and Performance Measures: Environmental Scan. This environmental scan revealed that there is a proliferation of measure development activity which is often duplicative and not standardized. Document posted March 2012.

e-Measure Project

The Dental Quality Alliance has published an E-Measure document titled: Pediatric Oral Healthcare, Exploring the Feasibility for E-Measures. This document explores the feasibility of adapting the DQA's Starter Set of administrative (using claims/eligibility data) measures for pediatric oral health into e-Measures. The Dental Quality Alliance would like to solicit proposals to test the feasibility, validity and reliability of two e-Measures.
