Call for Comments—Proposed Revisions to Recognition Standards

The Council on Dental Education and Licensure is circulating draft revisions to the ADA CERP Recognition Standards and Procedures. Comments from the communities of interest on the proposed revisions are requested by September 1.

The proposed revisions fall into several broad categories:

  1. Changes to the eligibility criteria to allow "sole providers" to apply for ADA CERP recognition;
  2. Expansion of the role of the independent advisory committee; and
  3. Additional guidelines regarding the separation of promotional activities from continuing dental education activities and management of commercial funding, to ensure that all providers comply with existing requirements for non-commercial continuing education with a sound scientific basis.

New Recognition Statement Approved

At its meeting in April 2009, the Council on Dental Education and Licensure revised the ADA CERP recognition statement. ADA CERP recognized providers must include the revised recognition statement on all new publicity, course materials and verification of participation documents.

The revised recognition statement contains three elements: recognition status of the provider, a disclaimer, and standard language for designating credits (on publicity materials) or information on filing complaints (on course materials and verification of participation forms). The new elements establish a formula for accurate statements regarding approval of CE credits, and offer dental professionals more complete information about the CE provider, the ADA CERP program, and potential limitations on acceptance of credits by dental boards.

Publicity Materials

The following authorized recognition and credit designation statements must be used on publicity materials related to the provider's continuing education courses:

<<Name of provider>> is an ADA CERP Recognized Provider.

ADA CERP is a service of the American Dental Association to assist dental professionals in identifying quality providers of continuing dental education. ADA CERP does not approve or endorse individual courses or instructors, nor does it imply acceptance of credit hours by boards of dentistry.

<<Name of provider>> designates this activity for <<number of credit hours>> continuing education credits.

Course Materials and Verification of Participation Forms

The following authorized recognition statement and notice of opportunity to file complaints
must be published in course materials available to participants during the activity, such as program guides, evaluation forms, instructions for self-study activities, etc., and on all verification of participation documents issued by the provider for continuing dental education activities:

<<Name of provider>> is an ADA CERP Recognized Provider.

ADA CERP is a service of the American Dental Association to assist dental professionals in identifying quality providers of continuing dental education. ADA CERP does not approve or endorse individual courses or instructors, nor does it imply acceptance of credit hours by boards of dentistry.

Concerns or complaints about a CE provider may be directed to the provider or to ADA CERP at ADA.org/goto/cerp.

Providers will be evaluated on compliance with the revised regulations beginning in July 2010. To help providers comply with the revised policy regarding the recognition statements, answers to frequently asked questions are available at ADA.org.

AGD PACE and ADA CERP Mutual Recognition Update

The ADA CERP Committee and the Academy of General Dentistry's Council on Program Approval for Continuing Education (AGD PACE) met in March to discuss potential mutual recognition, or reciprocity, between the two programs. The first phase of the work plan—a systematic review and side-by-side comparison of the two programs' standards—has been completed. Revisions have been proposed to the CERP and PACE standards to achieve consistency in mandatory criteria.

A joint task force of the ADA CERP Committee and AGD PACE Council was charged with undertaking the next steps towards mutual recognition: (1) conducting a comparison of the CERP and PACE application processes; (2) reviewing the CERP Extended Approval Process and PACE local approval processes to identify and resolve substantive differences between them and to ensure that providers approved nationally and locally meet the same standards; and (3) developing an operational plan for mutual recognition. In the coming months, the joint task force will report to the ADA CERP Committee and the AGD PACE Council on progress in these areas.

New ADA CERP Logo

The redesigned ADA CERP logo was emailed to all approved providers earlier this year. ADA CERP recognized providers should incorporate the new logo on all new publicity and course materials. The ADA CERP logo must always be used in conjunction with the authorized recognition statement. The logo is available in several electronic file formats; please contact ADA CERP staff.

ADA CERP program fees will increase by approximately 4% in 2010 as a result of projected increases in program expenses. The increased fees will be applicable beginning with the Spring 2010 application cycle.

Program Participation—Spring 2009

The ADA CERP now recognizes 398 providers of continuing education. At its spring 2009 meeting, the ADA Continuing Education Recognition Program (CERP) Committee acted on 73 applications for recognition, 1 request for reconsideration and 5 progress reports. The Committee granted recognition or continued recognition to 65 continuing education providers and accepted 4 progress reports.

Reporting Provider Changes

Substantive changes to a provider's CE program must be reported to ADA CERP in writing. Substantive changes, as defined by the ADA CERP Policy Statement on Reporting Substantive Changes, may include, but are not limited to: changes to a CERP provider's program administrator and any change of address, phone, fax or email address for the provider's primary CERP contact; changes to the provider's ownership, legal status, or form of control; changes in the CE program's sources of financial support; or the introduction of a new educational method. Deadline for Submitting Applications and Progress Reports

January 8, 2010, is the deadline for submission of applications and progress reports for the Spring 2010 decision cycle. Providers whose recognition term ends June 2010 were notified by email that their applications for continued recognition will be due in January. Application packets containing preprinted tabs were also mailed. If your recognition term ends next June and you did not receive any application materials, please contact ADA CERP staff at the numbers listed at the end of this document.

If your organization does not intend to apply for continued recognition, please submit written notice of your intent to withdraw voluntarily from the program on your standard letterhead.
