Urge your members of Congress to support the Ensuring Lasting Smiles Act

The Ensuring Lasting Smiles Act (ELSA) seeks to address treatment needs for children suffering from congenital anomalies and birth defects. In the Senate, S. 1677 is sponsored by Senators Tammy Baldwin (D-WI) and Joni Ernst (R-IA), and in the House, H.R. 3277 is sponsored by Representatives Neal Dunn (R-FL) and Kim Schrier (D-WA).

One out of every 33 children in the U.S. is born with a congenital anomaly. These anomalies include severe oral and facial defects that can interfere with a child’s ability to breathe, speak, and eat normally. For many children, specialized reconstructive surgery is required to correct abnormal structures. However, despite the medical necessity of these procedures, many insurance companies classify them as cosmetic. While insurers may cover the initial surgeries, they often delay or deny follow-up or corrective procedures, including essential dental or orthodontic treatment—negatively impacting a child’s development.

ELSA would ensure all children have coverage for medically necessary services to treat congenital anomalies by requiring all private group and individual health plans to cover these services.
